Q: How do I find out about positions that come open in my department that I can transfer into?
A: By calling our local hotline at (608)241-7196 for current openings or sending a letter to your human resource department requesting information on job openings.
If you hear of a job on our Hotline and it is a permissive/Secondary transfer call that H.R. office at the phone number indicated for more information.
In either case having a letter on file with the appropriate H.R. office is the best.
TRANSFERS, "Contractual"/Within Employing Unit and "Permissive"/Secondary Procedure.
There is frequently confusion with our members as to what jobs they can contractually, or have a right to transfer into and those that are entirely at the discretion of the employer, or 'permissive' secondary transfers.

Most transfer language is found starting on page 62 of the labor agreement.
Beginning with TRANSFER WITHIN EMPLOYING UNITS. This section pertains to your transfer rights or contractual transfers.
While there is some exceptions like affirmative action, employee hardship, or accommodation of a disabled worker, here the employer MUST allow the transfer of the employee who is, in the same employing Unit, is most senior, and holds the same classification. If the employee meets those three qualifiers, then the job is theirs.
Employees interested in contractual transfers should file a letter with their H.R. office expressing interest in those jobs.
If you hear about a contractual/within employing unit position from our hot line at the Local, you will have only 5 days from posting to exercise your rights. A letter on file with H.R. for all contractual transfers is best.
H.R. can also provide you with information on what jobs are included in your employing unit if you don't know.

Permissive, or SECONDARY PROCEDURES are found beginning on page 64 of the labor agreement. Here the employer has a lot of discretion, they may select an employee from a different employing unit, or agency from "interested, qualified employees".
As it is with contractual transfers above, it is best to have a letter of interest filed with each H.R. where you are interested in working.

If you hear of a job available on our union Hotline and it is a "Contractual/Within employing Unit transfer you have 5 days from the time of posting to apply.

Q: What do I do if I need a steward?
A: If you feel you need a union steward either for a possible grievance or if you are being investigated, request one from your supervisor. It is your supervisor's responsibility to provide you a steward.
